Amends the definition of chiropractic service coverage under prudent purchaser agreements to only require reimbursement for services included in the chiropractic practice definition as of January 1, 2009.

Organizations must offer prudent purchaser agreements to at least one health care provider within a reasonable distance and give all applicable providers in their geographic area an opportunity to apply for provider panel membership.

Organizations must establish written standards for quality, cost control, utilization, and access before forming initial provider panels and file these standards with the commissioner.

Organizations must conduct initial and recurring 60-day provider application periods at least every 4 years with published notice, and notify applicants of acceptance or rejection within 90 days, citing specific standards for any rejections.

Act takes effect only upon enactment of five companion bills (SB 968, SB 971, SB 972, SB 973, HB 5091, HB 5105).
