Prohibits operating commercial snow removal vehicles on public streets, highways, or public-access parking lots unless equipped with at least 1 flashing, rotating, or oscillating yellow or amber light visible in a 360-degree arc from 500 feet away.

Requires commercial snow removal vehicles to operate with a reverse signal alarm audible above surrounding noise or use an observer to signal when backing is safe; exemption applies when operating within 200 feet of a residence between midnight and 7 a.m.

Vehicle owners or lessees cannot knowingly allow others to operate commercial snow removal vehicles in violation of these requirements.

Defines commercial snow removal vehicle as any vehicle equipped with a plow or device used to remove snow or ice for payment or remuneration.

Violation is a misdemeanor punishable by imprisonment of up to 90 days or a fine of up to $500, or both; also amends section 698 regarding motor vehicle warning lights to conform language and expand provisions for vehicles utilizing snow or ice removal under the new section.
