• Amends the Public Employment Relations Act to expand the list of subjects excluded from collective bargaining between public school employers and employee representatives.

• Prohibits bargaining on nine specific matters including: group insurance policyholder selection, school year start dates, pupil contact time requirements, school improvement committee composition, open enrollment decisions, public school academy authorization, third-party contracting for support services, volunteer use, and experimental/pilot program staffing.

• Designates these prohibited bargaining subjects as matters within the sole authority of public school employers to decide unilaterally.

• Grants chief educational officers appointed to operate turnaround school districts the status of public school employer for collective bargaining purposes when a district is designated as turnaround under Michigan's school improvement laws.

• Makes the bill's effective date conditional upon enactment of six companion bills (SB 638, SB 925, SB 926, SB 965, SB 981, and SB 994) by the 95th Legislature.
