Prohibits child care organizations from using window blinds or other window coverings with pull cords or inner cords capable of forming a loop that poses a strangulation risk to young children.

Exempts window blinds and coverings that have been manufactured or properly retrofitted to eliminate the formation of loops posing a strangulation risk.

Requires the director to consult and give serious consideration to United States Consumer Product Safety Commission publications when developing and reviewing minimum licensing requirements related to premise safety.

Authorizes the department to provide information about reduced-cost or no-cost options for retrofitting or replacing unsafe window blinds and coverings.
