Increases the percentage of county primary road funds that may be flexibly allocated between primary and local roads from 30% to 50% per year, effective November 1, 2008.

Maintains existing fund distribution requirements including 1% for snow removal, 10% for urban areas, and 4% for county local roads from the Michigan transportation fund.

Requires at least 90% of state revenue returned to county road commissions be expended annually for preservation of highways, roads, streets, and bridges, with specific exceptions for debt service and administrative costs.

Establishes performance audit requirements by the Department of Treasury to ensure county road commissions comply with fund allocation and expenditure terms under the act.

Limits administrative expenses to no more than 10% per year of all funds received by counties for transportation purposes.
