Amends Michigan's transportation fund law to exempt international border crossing highway projects from cost-sharing requirements for cities and villages with populations between 25,000 and 40,000.

In such projects related to international border crossings, the state transportation department shall bear 100% of project costs instead of requiring the city or village to pay 8.75%.

Maintains existing cost-sharing percentages for non-border crossing projects: 12.5% for cities/villages with 50,000+ population, 11.25% for 40,000-50,000, 8.75% for 25,000-40,000, and 0% for under 25,000.

Effective immediately upon Governor's approval on March 26, 2010.
