Allows excess revenue in the crime victim's rights fund beyond necessary amounts to be used for crime victim compensation under 1976 PA 223 (MCL 18.351 to 18.368).

Permits additional excess fund revenue to establish and maintain a statewide trauma system, including staff support for trauma and emergency medical services programs, capped at $3,500,000 per fiscal year.

Limits statewide trauma system expenditures to no more than 50% of the maximum allowable amount beginning October 1, 2014, unless the amount expended is reasonably proportional to crime victims' utilization of the trauma system.

Effective April 1, 2011, contingent on enactment of House Bill No. 5661 and House Bill No. 5667.
