Allows certified school bus mechanics employed or contracted by school districts to conduct inspections of school buses, in addition to state police inspectors, for routine safety evaluations.

Establishes a school bus inspection standard task force, selected by an advisory committee, to set and review standards for school bus inspections.

Authorizes the department of state police to delegate inspection of new school buses to district-employed or contracted inspectors if inspections comply with statutory requirements.

Creates an advisory committee with representatives from education, law enforcement, transportation, and school bus industry organizations to advise on school bus safety issues and training requirements.

Maintains existing requirements for red and yellow sticker designations on school buses based on inspection results, with authority for either state police or certified inspectors to issue stickers.
