Authorizes the Michigan Department of Natural Resources to establish the first open moose hunting season in the state through commission orders.

Requires residents to obtain a moose hunting license costing $100.00 to hunt moose, with an optional nonrefundable application fee not exceeding $4.00.

Creates a 7-member moose hunting advisory council consisting of the DNR director, conservation and hunting/fishing organization representatives, legislative appointees, and a Michigan Intertribal Council representative.

Requires the advisory council to submit a report within 12 months recommending whether to expand the moose hunting season, including analysis of population impacts and economic benefits.

Repeals the advisory council section 12 months after the effective date of December 22, 2010.
