Amends the Land Bank Fast Track Act (2003 PA 258) to add urban agriculture as a valid public purpose for land bank authorities to acquire, assemble, and dispose of property.

Declares that promoting urban agriculture in compliance with local ordinances is a legitimate public purpose for land bank fast track authorities to carry out their operations.

Expands the scope of land bank authority activities to include financing and management of property specifically designated for agricultural development purposes.

Maintains that land bank fast track authorities and their powers constitute a necessary public program serving a valid public purpose under Michigan law.
