Prohibits employers from requiring employees to become or remain members of a labor organization as a condition of employment

Prohibits employers from requiring employees to pay dues, fees, assessments, or charges to labor organizations or equivalent amounts to charities

Exempts federal railway employees, federal employers, federal enclaves, pre-existing employment contracts, and situations conflicting with federal law from these requirements

Defines "labor organization" as any agency, committee, group, association, or organization dealing with employers concerning grievances, wages, hours, or other employment terms
