Amends the Michigan Renaissance Zone Act to expand the definition of "renewable energy facility" to include facilities creating energy, fuels, or chemicals from wind, sun, trees, grasses, biosolids, algae, and agricultural or forest residues.

Adds renewable energy facilities that create energy, fuels, or chemicals from solid biomass, animal wastes, or landfill gases to the definition.

Includes facilities focused on research, development, or manufacturing of systems or components used to create energy, fuels, or chemicals from renewable sources in the renewable energy facility definition.

Adds "agricultural processing facility" definition to cover operations that transform, package, sort, or grade livestock, agricultural commodities, or plant products (excluding forest products) into intermediate or final consumption goods.

Expands "forest products processing facility" definition to include operations creating biomass or alternative fuels from forest products and forest residues, but excludes existing in-state facilities that relocate and those primarily engaged in retail sales.
