Amends the Motor Bus Transportation Act (1982 PA 432, MCL 474.104) to modify exemptions for motor carriers of passengers from state regulation.

Exempts from the act governmental entities including counties, cities, townships, villages, and authorities incorporated under 1963 PA 55, 1967 PA 204, the Detroit area regional transportation authority act, and other specified public transportation authorities.

Grants exempt authorities exclusive jurisdiction to determine their own routes, hours of service, transit vehicle miles, service costs, and capital improvements within their service areas.

Requires exempt motor carriers to comply with the act's requirements when operating outside the political subdivisions permitted by their authorizing statute or interlocal agreement.

Takes effect October 1, 2010, contingent upon enactment of Senate Bill No. 1031.
