Removes the March 28, 1995 effective date and makes the open burning prohibition of grass clippings and leaves permanent in municipalities with a population of 7,500 or more unless authorized by local ordinance.

Requires municipalities that authorize open burning of grass clippings or leaves to report their ordinances to the department within 30 days after enactment.

Prohibits counties and municipalities from permitting open burning of grass clippings or leaves through local ordinances if such burning would be prohibited under Part 55 or its rules.

Allows open burning of untreated wooden apple bins in unincorporated township areas provided the burning does not create a nuisance.

Requires open burning of apple bins to comply with Part 515 requirements regardless of the exemption granted in subsection (3).
