Removes the requirement that at least one Secretary of State office be established in each city with a population of 10,000 or more, retaining only the county-level requirement of at least one office per county.

Eliminates the 5-mile radius restriction that previously prevented establishing city offices within 5 miles of existing county office locations.

Maintains the requirement for at least 2 offices in counties with populations of 150,000 or more.

Clarifies that licensed vehicle dealers under section 248 are ineligible to conduct, manage, or work as employees at Secretary of State branch or fee offices.

Restructures and clarifies existing provisions regarding bonds, compensation, and expenses for branch office managers, with compensation and office expenses paid from the Michigan Transportation Fund.
