Requires the state treasurer to adjust permit fees annually beginning fiscal year 2011-2012 based on cumulative consumer price index changes, rounded to the nearest 5 cents.

Directs the state parks commission to submit a report within 180 days identifying at least 10% in cumulative savings recommendations for state park programs, considering preventative maintenance, energy efficiency, privatization of services, and coordination with local parks.

Establishes civil infraction penalties of up to $100 for violations of permit requirements and misdemeanor penalties for other violations, with vandalism convictions requiring reimbursement of up to 3 times the damage amount credited to the state park improvement account.
