Creates the Make Insurance Affordable and Accessible (MIAA) task force within the Office of Financial and Insurance Regulation to examine automobile insurance affordability and availability statewide.

Task force comprises the insurance commissioner, 4 legislative members (one each from senate majority/minority and house speaker/minority leader), and 6 governor-appointed members including 3 public representatives and 3 insurance industry representatives with varying market shares.

Requires task force to meet at least monthly, conduct public meetings under the Open Meetings Act, and maintain records subject to the Freedom of Information Act.

Task force must examine automobile insurance marketing, pricing methods (including territorial rating, credit scoring, and driving records), loss ratios, claims costs, and alternative premium reduction methods like group pooling and reciprocal exchanges.

Task force must submit findings and recommendations to the legislature's standing committees on insurance within 1 year of the effective date, measuring premiums against average family income by county.
