Establishes the "Great Lakes Wind Energy Act" to authorize wind energy conversion systems on Great Lakes waters and submerged lands in Michigan.

Requires the Michigan Public Service Commission to promulgate rules by June 1, 2011 governing site selection, testing, development, operation, maintenance, and decommissioning of offshore wind systems.

Rules must establish permit and fee structures based on reasonable permit program costs and address preservation of public trust in Great Lakes lands and waters.

Rules must promote timely and efficient utilization of Great Lakes winds as a renewable energy source.

Commission must consider reports from the Michigan Great Lakes Wind Council (issued by November 15, 2010) and consult with the Department of Natural Resources and Environment when developing regulations.
