Exempts idling during traffic delays, safety/health emergencies, emergency vehicle operations, maintenance/repairs, state or federal inspections, work-related mechanical operations, and armored vehicle security duties.

Allows use of auxiliary power units, generator sets, or other idle reduction technology as alternatives to primary engine idling for heating, air conditioning, or electrical power.

Establishes enforcement with warnings issued for first violations and civil infractions for subsequent violations, with fines of $500 for loading/unloading violations and $150 for general idling violations.
