Senate Bill 1074 Summary

• School districts, intermediate school districts, and public school academies must enter into contracts for all noninstructional support services (custodial, transportation, and food service) by June 30, 2010.

• Contracts for noninstructional support services must be awarded through a competitive bidding process, with the Superintendent of Public Instruction developing a model bidding process by March 1, 2010.

• Competitive bids must be posted on the school entity's website with a link on the homepage.

• Competitive bidding requirements do not apply to contracts under $20,000, with that threshold adjusted annually based on the consumer price index.

• Requirements do not apply to school entities with existing collective bargaining agreements that prevent compliance until after the agreement expires, or to services already covered by existing contracts until those contracts expire.
