SB 1075 Summary

• Establishes the "Executive Reorganization Act of 2010" to reorganize Michigan state government into 11 principal departments: Agriculture, Attorney General, Business Assistance, Education, Health and Human Services, Natural Resources and Environment, Public Safety, State, Technology/Management/Budget, Transportation, and Treasury.

• Consolidates multiple existing departments through Type I, II, and III transfers: abolishes Department of Civil Rights (functions to Attorney General), Department of Energy/Labor/Economic Growth (functions to Business Assistance), Department of Community Health and Human Services (functions to Health and Human Services), Department of State Police/Corrections/Military and Veterans Affairs (functions to Public Safety), and Department of Information Technology (functions to Technology/Management/Budget).

• Centralizes all permitting and licensing functions (except hunting/fishing licenses) to the Department of Business Assistance and requires principal state departments to develop mission statements, performance outcome indicators, and benchmarking plans by specified deadlines (July 1, 2010 through January 1, 2011).

• Mandates each department head establish internal organizations promoting efficiency, focusing resources on direct citizen services, reducing bureaucratic layers, and utilizing technology; requires performance data reporting to legislative appropriations committees beginning November 1, 2010.

• Repeals the Executive Organization Act of 1965 (1965 PA 380, MCL 16.101-16.608).
