Allows organized fire departments administering Firefighter I and II courses to establish Boy Scouts of America explorer posts for firefighter training of individuals aged 16-17 years old.

Permits non-fire department affiliated organizations (school districts, other entities) to affiliate with organized fire departments to enable 16-17 year olds to participate in Firefighter I and II courses and examinations.

Authorizes school districts to apply to the state board of education for permits to employ non-certified, non-endorsed teachers to instruct Firefighter I and II courses and administer related examinations.

Specifies that the state fire marshal and office of firefighter training bear no additional costs for administering these courses and examinations beyond existing Firefighters Training Council Act expenses.

All additional costs for the program must be paid by the organized fire department or individual firefighters taking the course and examination.
