Amends the Michigan Economic Growth Authority Act to expand the definition of "eligible business" to include "eligible next Michigan businesses" engaged in multimodal commerce shipment, supply chain services, or manufacturing/assembly facilities receiving or shipping majority of products via multimodal commerce.

Modifies "authorized business" definition to allow tax credits even when qualified new jobs or retained jobs are created by associated businesses, subsidiary businesses, affiliated businesses, or employee leasing companies under contractual service agreements with the authorized business.

Adds "qualified high-wage activity" to the definition of "qualified high-technology business," including architecture and design, advertising and marketing firms, and public relations agencies with average wages at 300% or more of federal minimum wage.

Expands "high-technology activity" definitions to include digital media, music production, film and video production, and advanced vehicles technology (electric, hybrid, and alternative fuel vehicles).

Takes effect only if House Bill No. 5349 of the 95th Legislature is enacted into law; effective date December 15, 2010.
