Prohibits original child care licenses if the facility would substantially increase the concentration of community residential facilities within a city, village, township, or county.

Department may deny, revoke, or refuse to renew a license when an applicant falsifies information or willfully and substantially violates the act, its rules, or license terms.

Requires written notice and a hearing before the department director (or designee) within 30 days if a licensee appeals a proposed revocation, denial, or refusal, with the director's decision issued within 30 days of the hearing.

Allows local legislative bodies (cities, villages, townships) to file complaints requesting license suspension, denial, or revocation, which the department must resolve within 45 days; failure to resolve serves as approval of the requested action.

Permits permanent license revocation if a child dies in a facility's care and the death results from a licensing violation, neglect, or child endangerment by the licensee or registrant.
