Creates a special registration plate for current and former members of the U.S. Army Airborne, displaying an appropriate vignette and the words "army airborne" beneath registration numbers.

Extends special registration plate eligibility to retired members or those with honorable discharge from any branch of U.S. Armed Forces who don't otherwise qualify under existing provisions.

Requires a $5.00 service fee for initial application and renewal of special registration plates, with applications submitted on forms prescribed by the Secretary of State.

Allows disabled veterans who obtain special registration plates to receive a disability tab at no additional cost, with same proof requirements as permanent windshield placards.

Establishes that misuse of special registration plates (use on unauthorized vehicles or by ineligible persons) is a misdemeanor, and plates expire on the vehicle owner's birthday.
