SB-1108 Summary

• Amends the Public Highway Law to allow county boards of commissioners to establish single-member districts for electing county road commissioners, effective April 1, 2011.

• Requires the county apportionment commission to create compact, contiguous, and equally-populated single-member county road commission districts within 60 days of county board adoption of a resolution.

• Mandates reapportionment of county road commission districts after each federal decennial census to maintain equal population and uses 2010 census figures as the baseline.

• Requires county boards to hold at least one public hearing with 28 days' notice before altering the number of county road commissioners.

• Makes vacancies in single-member districts subject to the Michigan election law; when a commissioner moves outside their district, the county board must appoint a replacement from that same district.

• Bill takes effect only upon enactment of five companion bills: SB 1109, SB 1110, SB 1476, SB 1477, and SB 1478.
