Allows municipal health facilities corporations located in counties with populations between 40,000 and 44,000 (based on 2000 census) to restructure as nonprofit corporations under the Nonprofit Corporation Act, 1982 PA 162, provided restructuring is completed before July 1, 2012.

Requires any restructuring board to adopt a plan including proposed articles of incorporation and bylaws compliant with nonprofit law, and obtain prior approval from the county board of commissioners, city council, or village council as applicable.

Restructured corporations remain liable for all pre-restructuring obligations, debts, and liabilities, and restructuring cannot impair any outstanding bonds, notes, or contracts.

Clarifies that restructured corporations are considered continuations of the original corporations, retain all property and assets without reversion, and are deemed incorporated on the original incorporation date.
