Expands grounds for termination of parental rights to include when a parent's rights to another child were voluntarily terminated following initiation of similar proceedings involving specified types of abuse.

Adds new termination ground when a parent is convicted of sexual abuse crimes, assault crimes, or equivalent federal or out-of-state offenses, if court determines termination is in the child's best interests.

Allows court to enter termination orders at initial dispositional hearing and suspend parenting time for parents who are subjects of termination petitions.

Defines "concerned person" as a foster parent with specific knowledge of grounds for termination who has contacted relevant agencies and confirmed they do not intend to file a petition.
