Sets licensing fees for various dairy industry entities including certified farm inspectors ($150 for 3 years), receiving/transfer stations ($250 annually), milk transportation companies ($50 annually), milk tank trucks ($20 annually), and distributors ($100 annually).

Requires dairy farms producing grade A milk to pay annual permits of either $70 or $25 depending on whether they maintain adequate certified industry farm inspection personnel.

Implements escalating administrative fines for producers selling milk with violative drug residues: $300 for first violation, $600 for second violation (plus mandatory pre-shipment testing for 12 months), and $1,200 for third or subsequent violations within 12 months (with possible 60-day permit suspension).

Deposits all collected fees, fines, and assessments into the dairy and food safety fund and allows the department to assess late fees up to $100 for overdue renewal applications.
