• Establishes minimum pupil instruction requirements of 1,098 hours for 2010-2011 and 2011-2012, with 165 instructional days required; beginning in 2012-2013, the minimum increases to 170 days.

• Districts that provided fewer than 175 days in 2009-2010 must maintain that same number of days going forward; districts that provided at least 175 days must continue providing at least 175 days.

• Districts failing to meet minimum instruction hours and days forfeit state aid on a prorated basis calculated by the ratio of non-compliance hours or days to required minimums.

• Allows up to 30 hours or 6 days of missed instruction due to circumstances beyond school control (storms, fires, epidemics) to count toward requirements, with superintendent approval for additional hours after April 1.
