• Requires funding priority for mental health jail diversion services, substance abuse treatment coordination, and nursing home quality improvements; mandates extensive reporting requirements to legislature on program expenditures, performance metrics, and Medicaid managed care operations.

• Imposes hiring freeze on classified civil service positions (with exceptions by state budget director) and limits out-of-state travel to legally mandated, health/safety, revenue-generating, or federally required purposes.

• Includes contingency appropriations totaling $150 million (federal, state restricted, local, and private funds) available only upon transfer approval under Management and Budget Act procedures.
