Amends the definition of "public employee" to exclude persons employed by private organizations receiving time-limited government contracts or direct/indirect government subsidies from being considered public employees.

Clarifies that public school administrators employed by first-class school districts are not public employees if the chief executive officer issues an order determining it is in the school district's best interests by April 9, 2000.

Expands the definition of "strike" for public school employees to include actions taken to protest or respond to alleged unfair labor practices by public school employers.

Requires that bargaining units cannot consist of individuals who are not public employees, and any such units formed in violation of this provision are invalid and void.

Establishes that runoff elections must be conducted when more than two choices appear on a ballot and none receives a majority vote.
