Withholds 0.7% of annual city and village distributions during December to create a winter maintenance reimbursement fund for eligible counties, with distributions made annually in February based on winter maintenance costs exceeding statewide averages.

Allocates 75% of remaining funds 60% by population and 40% by equivalent major street mileage, with distribution priority for major streets over local streets and specific allowances for debt service, capital outlay, and off-street parking facilities.

Restricts cities and villages to expending no more than 10% annually of returned funds for administrative expenses and requires adoption of an asset management process to transfer more than 50% of major street funds to local street systems.

Mandates performance audits by the Department of Treasury to ensure compliance with fund use provisions and requires cities and villages to maintain a single street administrator responsible for coordinating with the state transportation department.
