Allows state university and college governing boards to establish civil fines for violations of parking, traffic, and pedestrian ordinances designated as civil infractions.

Caps civil fines at the maximum amount specified in section 907 of the Michigan Vehicle Code (1949 PA 300) for infractions that substantially correspond to Vehicle Code provisions; fines exceeding this limit are void.

Prohibits state universities and colleges from imposing misdemeanor penalties for acts or omissions that constitute civil infractions under the Michigan Vehicle Code.

Requires violations designated as civil infractions in university and college ordinances to be processed in the same manner as civil infractions under the Michigan Vehicle Code, except where section 3 provides otherwise.

Effective immediately upon Governor's approval on December 14, 2010.
