Amends the 1980 PA 395 act governing tourism and convention marketing programs in Michigan municipalities with populations under 650,000

Defines key terms including "assessment" (levied against transient facility owners based on room charges), "assessment district" (single or multiple non-contiguous municipalities), and "bureau" (nonprofit corporation promoting convention business or tourism)

Specifies that transient facilities must contain 10 or more rooms and defines transient guests as persons occupying rooms for less than 30 consecutive days

Establishes that assessment board majorities must consist of transient facility owners and that marketing programs may include contracts with nonprofit organizations in contiguous counties receiving funding under 1974 PA 263
