Amends Michigan's Occupational Code (1980 PA 299, MCL 339.1205) to allow manicuring services schools to operate independently from full cosmetology schools.

Permits schools to hold limited licenses for teaching only electrology or manicuring services, with supervision by an electrology or manicuring instructor rather than a general cosmetology instructor.

Requires limited schools to fulfill all standard requirements except they need only provide curriculum, equipment, and facilities specific to their limited subject matter.

Clarifies that any cosmetology establishment charging a fee for teaching cosmetology or cosmetology services must comply with school licensing requirements, while apprenticeship programs without fees follow different standards.

Maintains existing requirements for all schools including $10,000 surety bonds, student financial contracts, daily supervision, premise inspections, and student-to-instructor ratios of no more than 20:1.
