Amends the Sex Offenders Registration Act to add "homeless" as a defined term, meaning individuals lacking a fixed regular residence or residing in temporary shelters or places not designed for sleeping.

Expands the definition of "convicted" to include tribal courts, military courts, convictions subsequently set aside under MCL 780.621-780.624, youthful trainee status assignments, and juvenile dispositions or adjudications in Michigan or other states.

Revises the definition of "residence" by replacing "at which" with "where" to clarify that for registration and voting purposes, a person's residence is where they habitually sleep, keep personal effects, and have a regular place of lodging.

Provides comprehensive list of "listed offenses" requiring sex offender registration, including violations of Michigan Penal Code sections covering sexual conduct, indecent exposure, criminal sexual conduct, and substantially similar offenses under federal, state, tribal, or military law.

Conditions the bill's effective date on concurrent enactment of Senate Bills 1207, 1208, and 1241 of the 95th Legislature.
