Amends the Sex Offenders Registration Act to maintain two separate computerized databases: one for general registrations and one for public access implementation.

Excludes from the public database individuals registered solely for juvenile adjudications (under MCL 712A.18) unless the case was designated for trial as an adult, with exceptions for sexual assault convictions (MCL 750.520b and 750.520c) after the individual turns 18.

Indexes registered individuals by zip code and requires the public database to include name, aliases, address or location, physical description, birth date, photograph (beginning May 1, 2005), and convicted offenses.

Requires homeless individuals to be indexed by the zip code of the two cross streets closest to where they habitually sleep, with "homeless" status reflected in the compilation.

Makes the compilation available to law enforcement and the public through electronic and computerized means searchable by both name and zip code, with authority to revise information if a court finds public availability violates state or federal constitutional protections.

Effective only upon enactment of Senate Bills 1206, 1208, and 1241.
