Amends the Sex Offenders Registration Act to require the Department of Corrections to provide written notice to sex offenders upon release from state correctional facilities, explaining their registration duties, procedures, and fee requirements.

Establishes registration and verification reporting schedules: misdemeanor offenders report annually between January 1-15, while felony offenders report quarterly between the 1st-15th of April, July, October, and January.

Requires homeless sex offenders to report in person to local law enforcement agencies or department posts according to subsection (4) schedules, designating the location where they habitually sleep as their reporting address.

Maintains an exemption from continued reporting requirements for juveniles convicted of certain offenses under age 17, though they must report any change of residence within 10 days.

Contains a contingency clause stating the bill does not take effect unless Senate Bills 1206, 1207, and 1241 are also enacted into law.
