Removes outdated 1-year deadline for the commission to create a model county monumentation and remonumentation plan, keeping only the January 1, 1994 deadline for counties to submit approved plans.

Allows counties that submitted plans providing for monumentation or remonumentation within 20 years to request commission approval for extending that timeline by up to an additional 20 years, which the commission must grant unless the county failed to make good faith effort.

Changes reimbursement requirement from "not less than" to "more than" 10 years for counties recapturing costs expended or borrowed to expedite their plans.

Modifies annual installment payments to counties with expedited plans to fixed $250,000 annual amounts until contract is paid in full, with these installments paid before other annual grants or payments from the fund.

Makes the act contingent on the enactment of Senate Bill No. 1218 of the 95th Legislature.
