Amends 1967 PA 270 to establish conditions for releasing mortality and morbidity records, reports, findings, and conclusions of review entities.

Allows release of review entity records for six specified purposes: advancing health care research or education, maintaining health care profession standards, protecting government program financial integrity, providing ethics or discipline evidence, reviewing health care professional qualifications and performance for medical staff appointments, and complying with Public Health Code section 20175.

Requires review entities responsible for mortality and morbidity records of prisoners under Department of Corrections jurisdiction to release those records to the legislative corrections ombudsman as required by 1975 PA 46, MCL 4.355.

Takes effect only if Senate Bill No. 1223 of the 95th Legislature is enacted into law.
