Amends the Corridor Improvement Authority Act to add definitions for "transit-oriented development" and "transit-oriented facility" to encourage infrastructure improvements within 1/2 mile of transit stations that promote ridership and passenger rail use.

Expands the definition of "qualified development area" to include areas containing transit-oriented development or transit-oriented facilities, in addition to existing criteria for large distressed cities.

Clarifies that "public facility" includes transit-oriented development and transit-oriented facilities designed to benefit public health, welfare, or safety and comply with barrier-free design requirements under the state construction code.

Defines "distressed area" as a local governmental unit with 700,000+ population that has experienced negative population change since 1970, below-average property value increases since 1972, above-average poverty rates, and above-average unemployment rates.

Effective immediately upon Governor's approval on December 14, 2010.
