Requires sex offenders required to register to notify local law enforcement within 10 days of changing residence, domicile, or place of work or education.

Mandates Department of Corrections to provide notice of paroled or released offenders' proposed residence to appropriate sheriff's departments or state police before release.

Requires offenders to notify the department at least 10 days before relocating to another state or country, with the department updating databases and notifying applicable registration authorities.

Establishes registration compliance periods: 25 years from initial registration or 10 years after release from state correctional facility (whichever is longer) for most offenders; lifetime registration for certain serious sex offenses.

Requires homeless offenders to report their habitual sleeping location (including cross streets and zip code) to law enforcement within 10 days, and to report again if sleeping location changes by more than one-half mile.
