• Subjects health care corporations to chapters 37A and 37B of the 1956 Insurance Code, with nongroup certificates introduced on or after April 1, 2009 exempt from certain renewal and preexisting condition provisions.

• Allows individuals enrolled in nongroup, group conversion, or medicare supplemental certificates as of March 31, 2010 to remain enrolled under community rating rather than other rating systems.

• Permits dependent children to continue coverage under parent's health care corporation certificate until age 26 if unmarried, without dependents, and meeting other eligibility requirements.

• Reduces filing timelines for rate approvals from 120 days to 60 days pre-effective date, requires commissioner decision within 30 days, and accelerates various notification periods from 30-60 days down to 8-15 days.

• Legislation is contingent on concurrent enactment of Senate Bills 1242, 1244, and 1245, plus three additional bills identified by request numbers.
