Amends the definition of "industrial property" under the plant rehabilitation districts act to include convention and trade centers that begin construction by December 31, 2012 (extended from December 31, 2010) and meet minimum square footage requirements.

Specifies different size requirements for convention and trade centers based on county population: over 250,000 square feet generally, over 100,000 square feet in counties with 750,000-1,100,000 population, and over 30,000 square feet in counties with 26,000-28,000 population.

Maintains existing definitions and eligibility criteria for various facility types including replacement facilities, new facilities, research and development laboratories, high-technology activities, and motorsports entertainment complexes.

Includes detailed definitions for qualified commercial activities (warehousing, distribution, logistics in border counties), major distribution and logistics facilities (250,000+ square feet within 35 miles of state border), and logistical optimization centers supporting vehicle assembly.

Extends eligibility for biomass-fueled electric generating plants in industrial development districts created before July 1, 2010, with conditions regarding federal superfund site remediation and wood supply impact studies.
