Amends MCL 168.381 of the Michigan Election Law to clarify procedures for village officer qualifications, nomination, election, and removal under charter provisions.

Establishes that when a village council's membership falls below a quorum of 4 members, the board of county election commissioners shall make temporary trustee appointments to restore quorum for conducting village business.

Requires temporary appointees to hold office only until elected successors are qualified and prohibits temporary appointees from voting on their own appointment to elective or appointive village offices.

Specifies that nominating petitions for village offices must be filed with the township clerk by 4 p.m. on the twelfth Tuesday before the November general election, with withdrawal allowed only by 4 p.m. on the third day after the filing deadline.

Allows villages adopting a resolution to hold regular elections in September to file nominating petitions with the village clerk by 4 p.m. on the twelfth Tuesday before the September election instead.
