Amends the Public Health Code to clarify liability protections for licensed healthcare providers who offer uncompensated nonemergency care to patients.

Healthcare providers are immune from civil liability for uncompensated nonemergency care they provide except in cases of gross negligence, willful and wanton misconduct, or intentional injury to the patient.

Liability protections apply only when care is provided at or referred by a nonprofit health facility or an entity coordinating care for uninsured or underinsured individuals through volunteer healthcare providers.

Requires providers to give patients written disclosure describing the liability limitation and stating that care is free before treatment, and patients must sign acknowledgment of receipt.

Extends immunity to health facilities providing financial or in-kind support (but not healthcare services) to qualifying entities, and to non-health facility entities that coordinate or arrange volunteer healthcare provision.
