Allows individuals to avoid having points entered on their driving record for a moving violation if they successfully complete an approved basic driver improvement course within 60 days of notification.

Secretary of State must notify eligible individuals by first-class mail of their eligibility and provide information about course locations and completion requirements.

Individuals are ineligible for the course if the violation involved a commercial vehicle, was a criminal offense, involved 4+ points, involved multiple violations from the same incident, or if they previously completed the course.

Establishes a computerized database to track individuals who have attended and completed the basic driver improvement course, maintained for determining eligibility.

Creates the basic driver improvement course fund supported by fees (not to exceed $100) charged by approved sponsors, with funds used to administer the program.
