Amends the definition of "public corporation" in 1911 PA 149 (MCL 213.21) to include counties, cities, villages, and their boards, commissions, and agencies.

Adds redevelopment authorities described under section 23(6)(i) of the Land Bank Fast Track Act (2003 PA 258, MCL 124.773) to the definition of public corporation.

Defines "state agency" to include departments, boards, commissions, and agencies of the State of Michigan.

Clarifies and modernizes terminology for entities authorized to acquire private property for public use or benefit under Michigan law.
