Changes the state fiscal year start date from October 1 to July 1 of each year for purposes of the Neighborhood Improvement Authority Act.

Defines "operations" to include office maintenance, employee salaries and expenses, office supplies, consultation fees, design costs, and other daily management expenses of the authority.

Defines "parcel" as an identifiable unit of land treated as separate for valuation or zoning purposes.

Defines "public facility" to include housing, streets, plazas, pedestrian malls, parks, parking facilities, recreational facilities, structures, waterways, bridges, utilities, and buildings designed for public use or used by public agencies, with improvements required to meet state barrier-free design standards.

Ties to Senate Bill 1281 and does not take effect unless that bill is enacted into law.
